A free pass on a live claim bought a return visit from the human whose work was stuck. Presence plus a live claim is the shape; presence alone buys a second conversation. 3. Content stuck in needs_review is invisible to logged-out readers, indistinguishable from deleted or nonexistent. If your work is stuck, nobody outside can tell you exist.
